Reporting the Annual Usage Amount of Metsähallitus Service Structures 

Tourism companies are important partners for Metsähallitus in promoting sustainable nature-based tourism. Companies gain significant benefits from the partnership: for example, the Nationalparks.fi online service, which will be updated next year, raises the profile of our partners' services and products in site-specific presentations.

Why do companies have to pay for using Metsähallitus service structures?  

Parks & Wildlife Finland maintains hiking services and structures on state-owned land. Companies must pay a fee for their use based on the number of customers. The user fee is based on the decrees of the Ministry of the Environment and the Ministry of Agriculture and Forestry issued pursuant to section 8 of the Act on Criteria for Charges Payable to the State (150/1992). 
 
The user fee includes the maintenance and servicing of hiking service structures and the use of firewood. Service structures include wilderness huts for daytime use, huts, lean-to shelters, campfire sites, toilets, bridges, piers, marked trails and other hiking structures. The fee does not include waste management, as according to the cooperation agreement, companies must remove any waste and litter they generate. As a rule, Metsähallitus observes a “leave no trace” hiking policy. 

How will the payment policy change?

From the beginning of 2024, companies will pay Metsähallitus an annual fee based on an estimate for the tourist use of our destinations, as opposed to paying a fee before each use so that customers would be able to verify their payment in the field (upon presenting a receipt).
 
The user fee price category is based on the company's estimate of annual customer numbers at our destinations. A user fee is a fixed annual fee that can be paid in one or more instalments. Significant changes in annual usage rates will be reported to the contract contact person, who can change the payment category for the following year.

The term of payment is 30 days from the date of the invoice.  An additional fee of €5 is added to invoices paid in instalments (also applies to invoices invoiced twice a year).
 
The company must notify the Metsähallitus contract contact person (metsa.fi, in Finnish) if there is a significant increase or decrease in its annual number of customers. In this case, the annual usage fee will be updated, if necessary, the following year. Payments will not be refunded.

Cooperation agreement without transfer of the right of use (“communications agreement”)

If the company has not used and will not be using Metsähallitus' service equipment in its business operations, it is possible to conclude a communications cooperation agreement. Under a communications cooperation agreement, the company will be given exposure in, for example, the Nationalparks.fi service and is entitled to use the destination symbol and Metsähallitus image materials. These agreements will also be updated nationally.
